In order to promote the recycling and utilization of renewable resources (waste materials) and standardize the development of waste materials recycling operation industry, Notice of the Ministry of Finance and the State Administration of Taxation on Value-added Tax Policy for Renewable Resources (Fiscal Tax [2008] No. 157) has adjusted the current value-added tax policy for waste materials recycling operation. Cancelled the production enterprise general VAT taxpayers by the provisions of the old invoices deductible VAT amount. In order to do a good job in the transition and connection of relevant value-added tax policies, the relevant matters are hereby announced as follows:

A, since January 1, 2009, is engaged in the waste materials recycling waste materials general VAT taxpayers selling business, shall not issue bearing the words "old" special invoices for value-added tax (hereinafter referred to as the old invoices).

The special invoices for waste materials issued after January 1, 2009 obtained by taxpayers are no longer regarded as VAT deduction vouchers.

Second, the taxpayer has issued before December 31, 2008 of the old invoices, within 90 days from the date of issue should deal with certification, and in the certification by accounting for the month of the current VAT input tax declaration for deduction.

Since April 1, 2009, old invoices shall as the VAT credit document computing offset the input tax.
